旧上海是全国新闻事业最为发达的城市,据统计,在1927年到1937年间,上海出版发行的报刊杂志量已达全国出版发行量的80%以上。上海滩所出报纸之多,以及由此而生的报摊、报贩之众,在市中心区可谓已达到触目能见的地步。然而,尽管报纸、报摊、报贩似已有铺天盖地之势,但是广大劳苦大众因生活艰难、文化不高,一般都不大会花钱去买报看,而整个社会则有消费习惯、爱好的差异以及较远地区交通不便、购买报纸不易等等方面的具体问题,因此,报纸的阅读在人口已达200多万以上的整个大上海来说,还远未普及,也即在广大的地区内大多数人实际和报纸的关系并不密切,
