公文正文三要素说的提出,不仅使人们对公文正文的内在规律能够达到透彻理解,而且为公文正文建立“规范化”的外在格式提供了“科学化”的基础。而从公文教学的角度说,则为广大公文教学工作者提供了一套高效、速成的公文本质教学法。这套本质教学法的特点在于能够站在共性高度上对众多公文文种的内在规律进行破解,并辅之以种种物化的规范格式,从而达到授人以渔、举一反三的速成特效,特别适合目前诸多应急性的招聘、上岗、晋职等时间有限的短期培训。兹以两次课8课时的教学内容为例,按照本教学法“三套车”的具体教学过程简介如下:
