目的了解上海市松江区建设项目施工设计预防性卫生审核现状,分析存在的主要问题及影响卫生审核文书质量的因素,有针对性的提出对策。方法用已建立的文书质量评价指标体系,对三年建设项目施工设计预防性卫生审核档案进行评阅,统计分析评阅结果产生原因及卫生审核文书质量的影响因素,结合实际工作经验提出针对性对策建议。结果卫生行政审核文书质量受16个指标体系内部因素影响。统计分析并结合专家意见确定申请资料齐全、文书时限符合法律规定、程序形式合法、基本文书齐全、符合法定基本流程、审核依据合法是关键影响因素。建设项目施工设计卫生监督审核文书总体质量整体趋好,工业项目审核文书质量显著低于其他项目,审核文书质量还受审核人员性别、学历等外部因素影响。结论卫生审核文书质量仍有较大改进余地,申请资料及文书齐全性、文书时限、形式、流程在工作中有待改进,人员配置有待合理完善。
Objective To understand the status quo of preventive hygienic examination of construction design in Songjiang District of Shanghai, analyze the main problems and the factors influencing the quality of hygienic audit instruments, and put forward some countermeasures. Methods Using the established system of document quality evaluation, this paper evaluates the files of preventive design for three-year construction projects and analyzes the causes of the results and the influencing factors of the quality of health auditing instruments. Based on the practical work experience, the paper puts forward the countermeasures . Results The quality of health administrative audit documents was influenced by internal factors of 16 index systems. Statistics analysis combined with expert opinion to determine the application data is complete, the time limit of the instrument complies with the law, the procedure is legal, the basic instruments are complete, and the statutory basic procedures are followed. The basis of the verification is the key influencing factor. The overall quality of the construction supervision and inspection instruments for construction design is getting better and better. The quality of the audit instruments for industrial projects is significantly lower than that of other projects. The quality of the audit instruments is also affected by external factors such as the gender and educational background of the auditors. Conclusion There is still much room for improvement in the quality of health examination instruments. The application materials and instruments are complete, the time limit, form and flow of instruments need to be improved in the work and the staffing needs to be reasonably perfected.
