无论是从实现长治久安的目标看,还是从人民群众的热切期待看,基层政治生态的建设问题都已到了刻不容缓的地步。以县一级政治活动、权力运行、干群关系、作风文风为核心载体的基层政治生态,最脆弱,最直接,也最容易变异。这一特性已引起党和国家高度重视。力促基层政治生态向好发展,正在从党的文件精神转化为实际行动。历时一年半,由中央纪委、中组部主导推动的江苏省睢宁县、河北省成安县、成都市武侯区的县委权力公开透明运行试点便是生动的例证。社会有理由相信,高层直接布局基层政治生态建设,必然会引发更广泛的深刻变革,而其价值取向就是“用好权”、“执好政”。
Whether from the goal of lasting peace and stability or from the keen expectations of the people, the issue of building a grassroots political ecology has reached an impending pace. The political ecology at the grassroots level with the political activities at the county level, the power running, the relations between the cadres and the masses and the style of work and style as the core is the most vulnerable, the most direct and the most easily mutable. This feature has caused the party and the state attach great importance. Efforts to promote the development of grassroots political ecology are being transformed from the spirit of the party’s documents into concrete actions. After a year and a half, the county government commissioned by the Central Commission for Discipline Inspection and Central Organization Department, Suining County in Jiangsu Province, Cheng’an County in Hebei Province and Wuhou District in Chengdu City, is a vivid example. The community has reason to believe that the direct top-level political and ecological construction at the grassroots level will inevitably lead to broader and profound changes, and its value orientation is “good power” and “good government”.
