一、中央在西部大开发中加快民族地区发展的基本方略1999年10月3日,朱镕基同志在中央民族工作会议上全面地阐述了民族地区在西部大开发中的发展方略。第一,加强民族地区基础设施建设。基础设施落后是制约民族地区发展的一个主要因素。第二,加快产业结构调整,发展各具特色的民族地区经济。民族地区自然资源丰富,有的地区有多个气候带、多种生物物种资源,发展各具特色的区域经济大有可为。要坚持以市场为导向,发挥当地资源优势,扬长避短,调整和优化产业结构。第三,切实抓好天然林保护工程与生态环境建设。这是中央从我国现代化建设全局和实施可持续发展战
