冀北高原位于河北省的最北部,俗称坝上。由于历史上多种原因,大量森林、草原遭到破坏,以致风沙频繁,水土流失,干旱、冰雹、霜冻等自然灾害严重,对农业生产影响很大。中央决定在“三北”地区营造防护林,这对于尽快改变这一地区的自然面貌,造成一个良好的农业生态环境,促进生产发展,实现农业现代化具有重要意义。本文从气候角度论证冀北高原植树种草与发展畜牧业的关系,推动造林工作的开 Hebei Plateau is located in the northern part of Hebei Province, commonly known as dam.
