前一时期,山东莱西市与全国各地一样,治理公路“三乱”取得了令人满意的成效。路畅人欢,社会经济效益明显提高。与此同时,也出现了另一种偏向,误认为治理公路“三乱”就是不让上路查车。一时间,交通规费“跑冒滴漏”现象日趋增多,严重扰乱了正常的道路运输经营秩序,影响了交通规费的征收。
