一、建立“责任倒查”制度的必要性近几年来,特别是全省档案管理年度考核以来,基层档案工作逐步走上制度化、规范化轨道。但是,档案人员素质不高,调动频繁,档案管理混乱,归档不及时,以及教育培训、监督指导缺位、错位现象,依然程度不同地存在。在这种情况下,建立档案工作“责任倒查”制度,不仅是必要的,也是十分迫切的。 I.
