农业、农村和农民问题是关系改革开放和现代化建设全局的重大问题。加强和改善党对农村工作的领导,建设一支高素质的农村基层干部队伍是解决好农业、农村和农民问题的关键。但目前这支队伍的思想政治素质和业务素质,还存在一些问题:一是有些基层干部在全面贯彻落实党的农村政策上有差距。如有的农村基层干部对党的方针政策不熟悉,学得不认真,满足于粗枝大叶的了解,浅尝辄止,对有些关键问题把握不准;有的干部政策观念不强,
The issues of agriculture, rural areas and peasants are major issues concerning the overall situation of reform and opening up and the modernization drive. To strengthen and improve the party’s leadership over rural work and to build a contingent of high-quality grassroots cadres in the countryside are the keys to resolving the problems of agriculture, rural areas and peasants.
