浙江省公安厅对旅馆业治安信息登记报送工作提出“实名验证、实时报送、实数录入、实情填写”的“四实”要求,同时规定“四实”登记率要达到95%以上。当前,“四实”登记成为公安机关治安管理难点,其原因是法律责任不够明晰;管理机制不够完善;思想认识不够到位。要落实“四实”登记管理制度,必须完善相关法律法规;改进管理方式;强化旅馆业主职责;加强对相关人员的宣传和培训。
Zhejiang Provincial Public Security Bureau put forward the “Four Realizations” requirement of “real name verification, real-time reporting, real number entry and fact filling” and also stipulated that the registration rate of “real” should be More than 95%. At present, the registration of “Si Shi ” becomes the public security organ’s management of public security. The reason is that the legal liability is not clear enough, the management mechanism is not perfect enough, and the ideological understanding is not enough. To implement the “four real” registration management system, we must improve the relevant laws and regulations; improve management methods; strengthen the duties of hotel owners; to strengthen the publicity and training of relevant personnel.
