在1997年10月27日～29日举行的全国软件产业工作座谈会上,国家科委副主任许冠华充分肯定了软件产业工作的重要性。他表示:软件产业是信息社会的核心和灵魂,是信息化进程的关键。它不仅本身为国家创造经济效益,保证国家安全,而且是其它众多高新技术产业的推动力,对众多经济领域具有辐射作用,在国民经济的发展中起到“倍增器”的作用。目前,我国软件销售额只占世界市场不到1％的份额,近几年来我们的差距不但没有缩小,某些方面还在继续扩大,形势非常严峻!信息时代的到来和软件产业的大发展,给我国带来了一次追赶世界发达国家的宝贵机会,失去这个机会,就会使我国在信息时代再次落伍……我们没有理由再次掉队,让我们共同为我国的软件业出谋划策。
At a seminar on national software industry held from October 27 to 29, 1997, Xu Guanhua, deputy director of the State Science and Technology Commission, fully affirmed the importance of the software industry. It plays a radiation role in many economic fields and serves as a “multiplier” in the development of the national economy. At present, China’s software sales account for only less than 1% of the world market share. In recent years, our gap has not only narrowed, some aspects continue to expand, the situation is very grim! The arrival of the information age and the software industry, Bring to our country a valuable opportunity to catch up with the developed countries in the world and to lose this opportunity will make our country once again out of date in the information age ... We have no reason to be left behind again and let us jointly make suggestions for the software industry in our country.
