1 国内外背景条件全球经济一体化的趋势使国际竞争日益加剧,信息对于决策日益起着决定性的作用。竞争实力强弱首先取决于对信息的获取和利用能力,高素质的、富有开拓精神的创新型人才也成为最宝贵的财富。全球信息基础结构的改变导致了信息获取方式的更新——更全面、更快速、更准确、更方便的产业化的信息服务是大势所趋,国际上的信息服务业也在飞速发展。我国目前的信息服务业作为一项产业,虽然在改革开放之后已逐步形成和发展,并出现了多次高潮,但就其总体而言则远远落后于世界水平,并且信息服务的社会化程度也较低,严重阻碍了我国经济的快速有效地增长。湖北省也是如此,随着知识经济的兴起,以往的工业园、科技技术园逐步向信息园、知识园、甚至知识城市和知识社会转变,它除了知识交流和鼓励技术创新、增加工作
