分配制度是社会经济运行的基石。建立社会主义市场经济新体制,必须在分配关系上实现制度创新,形成与市场经济要求相适应的分配制度。本文从分析考察深圳分配制度的现状和改革实践效应出发,提出深化分配制度改革的对策构想。 一、深圳现行分配制度及其效率考察 改革以来,中央就经济体制改革制定了一系列方针政策。其中,对分配制度改革经过多年探索逐步形成了一个总原则:即坚持以按劳分配为主体,多元分配方式并存。深圳特区作为建立新体制的试验场,从深圳的实际情况出发探索改革,一开始就体现了这一原则要求,确立了以按劳分配为主体,分配主体和分配形式多元化,实现生产要素参与分配的基本思路。
Distribution system is the cornerstone of social and economic operation. To establish a new socialist market economy system, we must realize institutional innovation in the distributional relations and form a distribution system that suits the requirements of the market economy. Based on the analysis of the current situation of Shenzhen distribution system and the practical effect of reform, this paper puts forward some countermeasures to deepen the reform of distribution system. Among them, the reform of distribution system after years of exploration has gradually formed a general principle: that is, adhere to the distribution according to work as the mainstay, the co-existence of multiple distribution methods. Shenzhen Special Economic Zone, as a test ground for establishing a new system, explores reforms from the actual conditions in Shenzhen. From the very beginning, it embodies this principle.
