随着国民经济的快速发展,辽宁省以高速公路、国道主干线为主骨架的各等级公路建设进入了一个崭新的时期。在公路总里程不断增长的同时,怎样搞好公路养护工作也摆在我们面前。近年来的实践证明:一方面,公路建设急需多种新技术、新材料、新工艺来代替原有的路用材料和施工工艺,改善和提高路面的使用性能,延长道路的使用寿命;另一方面,公路养护工作也急切需要多种加快养护速度、提高养护质量、降低养护成本的新材料、新技术。就辽宁而言,“八五”期间修建公路路面基本上都是上贯下拌的路面结构,已经进入大、中修期,现有黑色路面2万多公里,每年进入大修期限的沥青路面达2000多公里,如果还按3厘米罩面方式进行养护,一年就需6~10亿元资
