党中央、国务院不失时机地提出实施西部大开发,这是加快西部地区经济发展,逐步缩小东西部地区发展差距,推动全国改革开放和现代化建设的深入发展,实现国家长治久安的重大举措。实施西部大开发,是一个巨大的系统工程。消防机构是国家上层建筑的重要组成部分,必然是为经济基础服务的,也就必须为国家实施西部大开发的战略创造良好的消防安全环境。
The CPC Central Committee and the State Council seized upon the opportunity to put forth the development of the western region without any loss in time. This is a major move to speed up the economic development in the western region, narrow the development gap between the eastern and western regions, promote the in-depth development of the country’s reform and opening up as well as its modernization and achieve long-term peace and stability of the country. To carry out the large-scale development of the western region is a huge systematic project. Firefighting agencies are an important part of the national superstructure and inevitably serve the economic foundation. They must also create a good fire and safety environment for the country’s strategy of implementing the large-scale development of the western region.
