现阶段非公有制企业普遍存在法定保障责任缺失和补充性保障不完善的状况,严重影响着企业的可持续发展与社会的和谐稳定。究其原因,既有法律与制度的设计缺陷,也与企业和员工的能力、认识不足有关。在当前中国社会转型与经济转轨的背景之下,非公有制企业履行社会保障责任是遵守市场劳资契约的要求,是维护社会公平正义的呼唤,也是企业自身实现良性发展的必然选择。构建良性的非公有制企业社会保障机制,需要政府加强法律与制度建设,强化法律监督与政策实施;积极发挥非政府组织以及新闻传媒的作用;不断提高企业主道德素养,革新管理方式;加强员工保障责任意识,提高员工维权能力。
