西部大开发需要大量高素质劳动者作为人力资源的支撑,只有大力发展农村职成教育,才能大规模地提高西部农村人口的文化素质及技术技能水平,为经济社会发展服务。西部地区职成教育的发展,在区域结构上要以发展农村职成教育为战略重点。首先,解决“三农”问题离不开农村职成教育的大力发展;其次,农村教育是整个教育的薄弱环节,发展农村职成教育有利于西部农村教育整体水平提升;第三,西部人力资源的贮备主体在农村,农村职成教育的发展能满足大多数受教育对象的需求。同时,西部职成教育的发展也要因地制宜,贫困落后、城市化水平很低的地区应通过发展城镇职成教育来提高农村职成教育发展水平。
