本文以浙江省永康市为个案,考察了20世纪80年代以来农村新兴经济精英参与村庄治理的过程以及政府引导和规范农村新兴经济精英有序参与的探索。在此基础上,进一步分析了政府在农村新兴经济精英参与中的作用,指出农村新兴经济精英参与村庄治理是党和政府构建农村的产物,地方政府的主动性和创造性是农村新兴经济精英有序参与的保证,地方政府适时转换角色有助于农村基层民主有序发展。
Taking Yongkang City, Zhejiang Province as a case study, this paper examines the process of rural emerging elite participation in village governance since the 1980s and an exploration of the government’s guidance and regulation of the orderly participation of the emerging elites in rural areas. On this basis, the author further analyzes the role of the government in the participation of emerging elites in rural areas, points out that the participation of emerging elites in rural areas is the product of the construction of rural areas by the party and the government. The initiative and creativity of local governments are the orderly Participation guarantee, the local government timely transfer of roles helps the grass-roots democratic development in rural areas.
