实施新农合,县级医院是龙头,为充分发挥县级医院龙头优势,实行以县级医院为龙头、乡卫生院为依托的县-乡-村一体化医疗模式,取得良好效果。通过实施一体化医疗模式进一步明确了县-乡-村三级医疗机构的职责和任务,充分发挥了县、乡、村三级不同医疗机构的作用,激活了乡村两级医疗机构,县级医院医疗能力得到了很大程度的提升,新型农村合作医疗制度的实施得到了有效保障。医疗机构依据“中共中央、国务院关于进一步加强农村卫生工作的决定”依托新型农村合作医疗制度最终实现小病解决不出乡,大病到县上的基本医疗思路,减少了转院率,进一步降低了患者的医疗费用。
