全省经济体制改革工作会议是认真贯彻落实党的十五精神和中央经济工作会议精神,根据省委六届六次会议和全国体改工作会议的要求,安排部署全省经济体制改革工作的一次重要会议。下面,我讲几点意见: 一、加速国有企业改革,搞好国有大中型企业,打好国有企业改革、脱贫攻坚战省政府第一次全会上李嘉廷省长代表省政府作了重要讲话,对今年重点抓好的12项工作作了安排部署。其中打好国有企业改革脱困的攻坚战是今年十分紧迫、重要的工作。省委、省政府对这项工作高度重视,按中央的要求要用三年时间使绝大多数国有企业完成现代企业制度的改制工作。大多数国有大中型企业走出困境,包括三层意思:第一层意思是总体上讲盈亏相抵以后,整个国有企业要明显好转,那就是企业利润大幅度上升。国有经济的控制力要大大增强,这是一个标准。第二层意思是要使国有大中型企
