姚文科永年县临洺关镇立足高起点,坚持五措并举,抢抓经济发展机遇,探索出了一条强镇富民的新路子。今年1-8月份乡镇企业总产值实现21.4亿元,同比增长18.7%;农民人均收入实现2730元,同比增长210元,增长8.4%。抓自身,锤炼一流的干部队伍。临洺关镇是全省较大乡镇,邯郸市十强乡镇,有行政村32个,农业人口73835人。要早日实现“冀南第一强镇”的宏伟目标,就必须从抓自身、抓班子入手,强化干部素质。为此,我们提出要从党政主要领导做起,“提高三个水平,弘扬八种精神。”三个水平是:政策水平、组织管理水平和解决问题水平。八种精神是:真抓实干、团结协作、雷厉风行、廉洁奉献、认真学习、开拓进取、积极主动、争先创优。在这种精神的激励下,全体干部奋发向上,呈现出团结一致,开拓进取的新局面。抓制度,健全灵敏高效的管理网络。1996年扩镇后,原有的乡镇管理模式远远适应不了大乡镇的工作需要。临
