刚刚闭幕的党的十六届四中全会,是我国改革发展关键时期召开的一次极其重要的会议,对于全面推进党的建设新的伟大工程和全面建设小康社会、实现中华民族的伟大复兴,具有重大的现实意义和深远的历史意义。全会审议通过的《中共中央关于加强党的执政能力建设的决定》,是对马克思主义党建理论的创新和发展,是深入贯彻落实“三个代表”重要思想和十六大精神的重大战略举措,是加强党的执政能力建设的纲领,也是我们推进党的建设新的伟大工程和中国特色社会主义事业的行动指南。加强党的执政能力建设是时代的要求、人民的要求,是关系社会主义事业兴衰成败、关系中华民族前途命运、关系党的生死存亡、关系国家长治久安的重大问题。基层党组织是党执政的组织基础,也是增强党的执政能力的基础,一定要从全局和战略的高度,把学习贯彻四中全会精神作为一项重要的政治任务抓紧抓实抓好,认真学习,探索实践,致力创新,扎扎实实地推进基层党组织的执政能力建设,为首都经济社会的全面发展提供坚强的组织保证。
