朱总理在1999年两会期间曾表示,力争在任内用三年时间将公务员的工资翻一番,也就是说公务员工资三年内平均每年增长三成左右,并从1999年起进行了三次加薪。近日,《南方都市报》报道,鉴于财政形势的考虑,原定2002年下半年公务员加薪的计划至今并未付诸实施,朱镕基总理决定将这部分财政资金优先用于扶助中国贫困群众等支出。
