为了适应现代企业制度发展的需要，国家批准组建了二滩水电开发有限责任公司。公司成立后，构筑了法人治理结构，建立决策、经营、监督、激励和制约机制，形成了有限责任公司的基本框架；改革了传统的水电管理体制，实行建设、生产、经营一体化管理，并向国际惯例靠拢；公司从一开始就特别重视研究和落实电力市场，已为二滩水电站初步落实了市场；为多渠道筹集建设资金，公司进行了卓有成效的工作，取得了良好效果；公司还为滚动开发雅砻江做了大量准备工作。两年来的实践表明，二滩公司逐步显示了现代企业制度的生命力
