党的十六大报告指出:“确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则,完善按劳分配为主体、多种分配方法并存的分配制度”。这为我们深入研究和实践劳动分配制度,最大限度地维护职工权益,维护我国改革、发展、稳定的良好局面,提供了强大的理论依据和指导。我们从1997年就开始关注并在区内试行建立企业工资集体协商制度。几年来,通过各级工会组织的不懈努力,区委、区府及各级党政的全力支持和配合,全区的工资集体协商工作从搞一、二家单位试点起步,到去年一年中在152家企业建立了工资集体协商机制,覆盖了区属国有、集体企业的三分之一。今年年初,我们建立工资集体协商机制的目标已经明确:区属国有集体企业完成50%以上、新建企业完成50家以上。

Over the past few years, thanks to the untiring efforts of the trade unions at all levels, the district government and the party and government at all levels have the full support and cooperation. The collective wage negotiations in the region have started with the experiment of one or two units and last year In 152 enterprises set up wage collective bargaining mechanism, covering the area belongs to state-owned, collective enterprises one-third. Earlier this year, the objective of establishing a collective bargaining mechanism for wages has been set clear: more than 50% of the state-owned collective enterprises in the districts and 50 or more new enterprises have been completed.
