我国的科研机构、运行机制、专业结构、人才队伍、重点研究领域的设置都是在计划经济体制下形成和发展的,尽管近15年科技发展取得了巨大的成绩,但机构、学科、队伍、运行机构等方面仍然不完全适应社会主义市场经济发展的要求。这些问题,如果不通过改革去解决,必将障碍科学技术的进一步发展,进而影响国民经济的发展。
