智利中小微企业数量庞大,但其生产率与大企业之间存在巨大差距,这不利于国家整体生产率的提高和收入分配的改善。1990年文人政府执政以来,智利政府投入大量资源,实施了一系列旨在提高中小微企业生产率的公共政策,以改善生产结构异质性,促进生产全面发展。在这些公共政策的推动下,20年来智利中小微企业在融资能力、技术水平、创新能力以及出口能力上取得一定进步,但由于政策结构不平衡、信息不对称等原因,政策的成效受到影响,还存在一些问题,因此中小微企业与大企业间的生产率差距依然较大。
The large number of SMEs in Chile is large, but there is a huge gap between their productivity and large enterprises, which is not conducive to the improvement of overall national productivity and income distribution. Since the administration of the civilian government in 1990, the Chilean government has invested a great deal of resources in implementing a series of public policies aimed at improving the productivity of small, medium and micro-enterprises, so as to improve the heterogeneity of production structure and promote the all-round development of production. Thanks to these public policies, small and medium-sized micro-enterprises in Chile have made some progress in terms of financing capability, technological level, innovation capability and export ability in the past 20 years. However, due to the unbalanced policy structure and information asymmetry, the effectiveness of policies has been affected. There are still some problems, so the productivity gap between small, medium and micro-enterprises and large enterprises is still large.
