According to Article 53 of the Criminal Law, a fine shall be paid once or in installments within the time limit specified in the judgment. Where a fine can not be paid in full, the people’s court shall at any time find that the assets of the person subject to enforcement can be executed should be recovered at any time. Article 11 of the Provisions of the Supreme People’s Court on Several Issues Concerning the Application of Property Punishment stipulates: "From the second day after the expiration of the time limit designated by the judgment, the people’s court shall force it to pay a fine for failing to pay a statutory relief.
