本文对欧盟新出台指南的背景和制度进行了介绍和评析,通过与我国加入世贸承诺TSSC进行比较研究,从公平和效率两方面入手,对该问题进行了理性反思,指出了我国应该坚持的立场。
This paper introduces and comments on the background and system of the newly introduced EU guidelines. Through a comparative study with the TSSC that China promised to accede to the WTO, it starts with a fair and efficient review of the issue and points out the position China should adhere to. .
