在全面建设小康社会这一新的历史时期,中国国有经济将继续在经济社会的发展中发挥着不可或缺的重要作用。在研究这一时期中国国有经济重要作用的发挥时,就不能不重视其控制力的强弱问题。要开展对中国国有经济控制力的研究,首先必须把握研究的国内外背景,并对其概念进行科学的界定和辨析。同时,还必须认识到,对中国国有经济控制力的理解不能仅仅局限在国家的层面,还应当从地方的层面去加以分析。此外,尤其不能忽视的一点就是,要增强中国国有经济的控制力,就必须着力提升其质量和效益,坚持不懈地做大做强国有企业。
In the new historical period of building an overall well-to-do society, the state-owned economy in China will continue to play an indispensable and important role in the economic and social development. In studying the important role played by China’s state-owned economy during this period, we can not but pay attention to the issue of the strength of its control. To carry out the research on the controlling power of China’s state-owned economy, we must first grasp the domestic and foreign background of the research and make a scientific definition and discrimination of its concept. At the same time, we must also recognize that the understanding of the control over the state-owned economy in China can not be confined to the national level but should also be analyzed at the local level. In addition, what can not be overlooked in particular is that in order to enhance the control over China’s state-owned economy, efforts must be made to improve its quality and efficiency and unswervingly expand and strengthen its state-owned enterprises.
