随着国务院机构改革,一些产业部委削减了职能,撤并了机构,缩编了人员。有人说:“产业局职能中没有对行业思想政治工作和精神文明建设的要求,这方面的工作可以不要了”;有人说,“直管企业全部下放了,连行业物质文明都不抓了,还抓什么精神文明”?还有人认为,随着机关职能的弱化,企业全部下放地方管理,行业思想政治工作分化、淡化是必然趋势。
