现将《国务院关于扩大内地省、自治区、计划单列市和国务院有关部门等单位吸收外商直接投资项目审批权限的通知》(国发[1996]34号)印发你们。结合我省实际,提出以下几点贯彻意见,请一并遵照执行。一、根据国家计委、国家经贸委、对外经济贸易合作部颁发的《指导外商投资方向暂行规定》和《外商投资产业指导目录》,凡属于国家限制类的外商投资项目,按照国家规定执行,不准下放审批权限。二、凡符合《指导外商投资方向暂行规定》和《外商投资产业指导目录》中鼓励和允许类的外商投资项目,其建设和生产经营条件不需全省平衡和协调,以及进口原材料和出口产品不涉及配额与许可证管理的中外合资、合作项目,投资总额在1000万美元以下的,项目
