去年春节前几天,国家邮政总局发出一份通知,禁止快递行业擅自停收或停投快件。要说这个通知出于一种好心本刊倒不怀疑,毕竟这等于要求快递行业必须在假期内和EMS竞争。但问题在于这个通知等于是强制企业上班,与劳动法有冲突之嫌;再则这个通知压根没有操作性。事实上,据各种报章报道,那些口头承诺将继续运营的大型民营快递,很难去执行这种承诺。
A few days before last year’s Spring Festival, the State Post Administration issued a circular prohibiting the courier industry to stop or stop casting couriers without permission. To say that this notice is out of doubt for a good kind of journal, after all, this is equal to require the courier industry to compete with EMS during the holidays. But the problem is that this notice is tantamount to forcing enterprises to go to work in conflict with the Labor Code. In the meantime, this circular is not operative. In fact, according to various newspapers, it is difficult to implement such promises by large private couriers who verbally promise to continue operations.
