国际田径技术官员是被国际田联任命的竞赛监督者,他们是技术代表在竞赛场上“附加的眼睛和手”。由于拥有丰富的经验以及很高的资格水平,国际田径技术官员被认为是竞赛的最有效的咨询者。是技术代表、裁判长、仲裁委员会与运动员之间沟通的桥梁,通常能很好地充当争端调解者的角色。国际田径技术官员的人数根据比赛的规模来确定,一般为4～10人。在国际田径比赛(奥林匹克运动会、世界锦标赛和世界杯赛)由国际田联理事会确定国际技术官员。洲、地区或区域性锦标赛、运动会和比赛中应由相应地区协会选派地区技术官员。全国比赛(中国田径协会特许或审批的田径比赛)则由中国田径协会选派国家技术官员。各个级别的技术官员在裁判过程中都应以规则第115条(国际技术官员)为准则。目前,我国关于技术官员的职责方面的研究甚少,有些年轻的技术官员由于资历和经验有限,对技术官员的职责不明确,因此在裁判工作中发挥不出技术官员的作用。笔者有幸参加了奥运会田径裁判员培训班“奥运会技术代表、国际技术官员、国际竞走裁判和国家技术官员的任务职责”的专题讲座,对技术官员的职责进行了细致的了解,受益匪浅,下面是笔者对技术官员的职责的理解。
International Athletics Technical Officials are race supervisors designated by the IAAF, who are technical representatives on the playing field “Attached Eyes and Hands ”. With a wealth of experience and a high level of qualification, International Track and Field Technical Officers are considered the most effective consultants for the competition. It is a bridge between technical representatives, referees, arbitration committees and athletes, and usually serves well as a dispute mediator. The number of international track and field technical officers to determine the size of the game, usually 4 to 10 people. International technical officials are identified by the IAAF Council at international track and field events (Olympic Games, World Championships and World Cups). Regional Technical Officers should be selected by the corresponding regional associations in the regional, regional or regional championships, games and competitions. National competitions (track and field competitions licensed or approved by the China Athletic Association) are selected by the China Athletics Association as national technical officials. Technical officials at all levels should be guided by rule 115 (International Technical Officials) in the refereeing process. At present, there are very few studies on the responsibilities of technical officers in our country. Some young technical officials have no clear role as technical officers in the adjudication work because of their limited qualifications and experience and their unclear responsibilities to technical officials.
