在共产党领导的社会主义国家,权力是人民赋予的,也是党组织交付的,因此,权力带有鲜明而完全的人民性,以及与之高度契合统一的党性特质。正是在这个意义上,我们说权力是崇高的、神圣的。而一个时期以来,在相当广的范围内,权力被一股世俗化浪潮所吞没,成为私欲和资本寻租的对象。习近平同志反复强调严于用权,他说:“严以用权,就是要坚持用权为民,按规则、按制度行使权力,把权力关进制度的笼子里,任何时候都不搞特权、不以权谋私。”
