为深入研究改革开放条件下出现的新情况、新问题,实事求是地创造性地贯彻执行中央的决定精神,进一步深化湖北省科研院所领导体制的改革,中共湖北省委组织部调研处,湖北省科委调研处、湖北省总工会民主管理部于1991年下半年对湖北省境内自然科学领域的中央、省和地市州属独立科研院所进行了一次较广泛的问卷调查。问卷调查的统计结果表明,认为应实行所长负责制或认为所长负责制需完善的分别占48％和42％,认为应实行党委领导下的所长(分工)负责制或认为可实行这一体制但要吸收所长制的合理成分的占44.1％。这两种领导体制均是受欢迎的,各有利弊,需要在实践中逐步完善。
In order to thoroughly study the new situations and new problems that have emerged under the condition of reform and opening up, seek truth from facts and creatively implement the spirit of the central government's decision, and further deepen the reform of the leading system of scientific research institutes in Hubei Province, the Research Office of Hubei Provincial Party Committee Organization Department, The Investigation and Research Office and the Department of Democracy and Management of the Hubei Provincial Federation of Trade Unions performed a relatively extensive questionnaire survey on the independent scientific research institutes under the state, provincial, prefectural, and municipal governments in the natural sciences in Hubei Province in the second half of 1991. The survey results show that 48% and 42% believe that the chief responsibility system should be implemented or that the director responsibility system needs to be improved, and that the director (division of labor) under the leadership of the party committee should be implemented or deemed feasible One system, however, absorbs 44.1% of the rational components of the system. Both of these leadership systems are popular and have their own pros and cons and need to be gradually improved in practice.
