In order to manage the budgetary funds for road maintenance projects in Sichuan Province, Sichuan Provincial Highway Bureau has promoted the transformation of leadership styles at all levels in an effort to promote production efficiency and reduce costs. Trial management of the “budget package” in 1980 has achieved initial success. In 1980, the province’s comprehensive good road ratio increased by 9.3% over 1979, saving 6.3% of the planned investment for the whole year, including a 10.49% reduction in minor maintenance costs, a 3.4% reduction in construction investment and a 0.96% reduction in operating expenses.
