Since the reform and opening up, Kunshan City, Jiangsu Province, has endeavored to optimize its investment environment and vigorously implemented the strategy of “export-led”. It has gradually developed from a typical agricultural county into a new industrial and commercial city dominated by an outward-oriented economy and coordinated development of the three industries. As of the end of 2001, a total of 1,103 foreign-invested enterprises were opened and put into production in Kunshan City, becoming a densely populated area for foreign investment and praised by the Jiangsu Provincial Party Committee and Government as the provincial economy
