1986年9月,中共中央召开的第十二次中央委员会第六次全体会议通过了两个决议,一个是《关于社会主义精神文明建设指导方针的决议》,另一个是《关于召开党的第十三次全国代表大会的决议》。后一个决议决定:中国共产党第十三次全国代表大会,将于1987年10月在北京召开。就是说,作为一个执政党,要用一年左右的时间,来着手筹备第十三次全国代表大会。消息一公布,党内党外就知道,十三大的各种筹备工作,已经开始了。在主持十二届六中全会的政治局常委中,除胡耀邦、赵紫阳还比较年轻外,邓小平、李先念和陈云三位老人,都已是耄耋之年,陈云和邓小平都已年过80,李先念也接近80岁。岁月不会饶人,党的领导集体必须尽快实现新老交替,作为党内老资格的革命家,他们要尽早地从领导岗位上退下来,这些问题,始终萦绕在他们三人脑海里……
