不久前,下去检查工作,遇到这样一件事。有个单位,超额完成了国家下达的利润计划,财务部门按照规定把超额利润上缴了。这本来是理所当然、无可非议的事,但是,却遭到厂领导的申斥,说这是“缺个心眼,不会当家,真是傻气”。企业的利润,是企业的职工共同辛勤劳动的结品。企业获得的利润越多,证明它的经济效果越好,企业按照规定把应上缴的利润如数上缴,就说明它对国家做出了贡献。怎么能把这种合情合理的事说成是“缺个心眼,不会当家”呢? 众所周知,1979年我们国家财政上发生了170亿元的赤字,1980年也仍然摆脱不了赤字。
