不断健全的中职资助体系,对近年来我区中职教育起到了巨大的推动作用,但随着资助规模的不断扩大,在执行过程中也存在各种各样的违规现象。本文在对资助流程分析的基础上,认为要建立完善中职资助监督机制,不断完善规章制度和配套措施;加强对学籍管理的监管力度并逐步完善中等职业学校学生管理信息系统的监管功能;不断改进资金预决算制度和拨款机制;加强对中职资助资金使用监管力度以保证资金按时足额到位,这是降低资金管理风险的落脚点。
The continuous improvement of secondary vocational education funding system has played a huge role in promoting secondary vocational education in our region in recent years. However, with the continuous expansion of the funding scale, there are various violations in the implementation process. Based on the analysis of the funding process, this paper believes that we should establish and improve the supervision mechanism of secondary vocational education funding, and constantly improve the rules and regulations and supporting measures; strengthen the supervision of student status management and gradually improve the regulatory functions of student management information system in secondary vocational schools; Improve capital appropriation system and appropriation mechanism; strengthen supervision of the use of funds funded by secondary vocational education to ensure that funds are available in full and on time, which is the foothold to reduce the risk of capital management.
