自2008年起推进电信基础设施共建共享至今,经过四年实施,电信基础设施共建共享已经进入一个关键的历史节点。共建共享应在四年经验总结的基础上,实现常态化、规范化、系统化,做到数量上有提高、范围上有拓展、模式上有创新。2012年,工信部在山东济南召开的通信业“十二五”规划宣贯和共建共享现场会上,尚冰副部长用三句话概括了2011年电信基础设施共建共享的成绩:工作机制日益完善,创新示范模式多样,共建共享成效明显。在工作机制方面,各个相关部门、各省通信管理局、各级电信运营企业
Since 2008, the telecom infrastructure has been jointly established and shared. After four years of implementation, the telecom infrastructure co-construction and sharing have entered a key historic node. On the basis of four years of experience, we should achieve normalization, standardization and systematization so as to achieve quantitative growth, scope expansion and mode innovation. In 2012, the Ministry of Industry and Information Technology held a conference on publicizing and building a communications industry during the “12th Five-Year Plan” for the telecommunications industry in Jinan, Shandong. Vice Minister Shang Bing summed up the achievements of telecom infrastructure co-construction and sharing in 2011 with three sentences: The working mechanism is improving day by day, and the model of innovation and demonstration is diversified.
