国家体改委副主任张皓若在全国经济体制改革工作会议上说,1996年是“九五”计划的第一年,改革的任务十分艰巨。关于1996年的改革工作,张皓若说,根据中央的总体要求,经济体制改革要特别注意把握几个具体的指导方针:一是要进一步解放思想;二是把改革措施与促进增长方式转变紧密结合起来;三是把改革措施与加强和改善宏观调控紧密结合起来;四是以企业改革为中心,配套推进其他各方面的改革;五是企业改革要把解决内在机制、外部环境和历史遗留间题紧密
Zhang Yongruo, deputy director of the National Economic Reform Commission, said at the National Economic System Reform Working Conference that 1996 was the first year of the Ninth Five-Year Plan and that the task of reform was very arduous. Regarding the reform work in 1996, Zhang said that according to the general requirements of the Central Government, special attention must be paid to grasping several specific guidelines in the reform of the economic system: First, we must further emancipate the mind; Second, we must closely integrate the reform measures with the transformation of the growth model. The third is to closely integrate reform measures with the strengthening and improvement of macro-control; Fourth is to focus on corporate reform and support the promotion of other reforms; Fifth, the reform of enterprises must address the internal mechanisms, external environment, and historical legacy.
