在我国诸多职业道德法规中,大概没有比《中小学教师职业道德规范》更让人们关注执行法规者的道德素养了。从理论上讲,法规的约束力应该明确、稳定,但是在《中小学教师职业道德规范》执行过程中,法规约束力不够强,有些条款甚至充满争议。具体表现在中小学教师对法规内容认知度高但认同度低,对违反法规行为的界定不够清晰,惩处也缺乏力度,于是,规范执行与否更大程度上取决于教师的道德自律和法规意识,教师自身的道德素养显然对其职业道德规范的执行起到很大的作用。
