本文主要以D·梅兹曼尼安和P·萨巴提尔所建构的“公共政策执行的变量模型”为主要分析架构,探讨影响中国基本医疗保险制度推行的诱因与限制,以便更好地分析中国背景下的医保政策执行情况,进而提出政策建议。
