为加强民族团结,禁止民族间的歧观与侮辱,根据中国人民政治协商会议共同纲领第五十条之规定,对于历史上遗留下来的加于少数民族的称谓及有关少数民族的地名、碑碣、匾联等,如带有歧观和侮辱少数民族意思者,应分别予以禁止、更改、封存或收管。其办法如下:(一)关于各少数民族的称谓,由各省、市人民政府指定有关机关加以调查,如发现有歧视蔑视少数民族的称谓,应与少数民族代表人物协商,改用适当的称谓,层报中央人民政府政务院审定、公布通行。
