丰富精神文化生活越来越成为我国人民的热切愿望,而群众文化工作是文化建设的重要组成部分,必须大力发展。群众文化工作要有所发展,必须在运行机制上有所创新。群众文化工作的机制创新应重点抓好三大机制建设。一是大力搭建群众业余文化团队平台。二是努力实现文化部门、群艺馆、文化馆的共建共享。三是依靠市场运作,以市场机制吸纳更多社会力量发展公共文化事业。 The enrichment of spiritual and cultural life has increasingly become an aspiration of our people, and mass cultural work is an important part of cultural construction and must be vigorously developed. To make mass cultural work to be developed, we must make innovations in the operational mechanism. The mechanism innovation in mass cultural work should focus on the construction of the three major mechanisms. First, vigorously build a mass amateur culture team platform. Second, efforts should be made to jointly build and share cultural departments, group art centers and cultural centers. Third, relying on the market operation and using market mechanisms to absorb more social forces and develop public cultural undertakings.
