发展渔业股份合作制是我们试验区的试验课题之一,其基本思路是:以社会主义初级阶段理论和发展生产力理论为指导,将股份制引入合作制,用股份制形式积聚生产要素和明晰产权,用合作制原则实现劳动者和生产资料的直接结合,探索适合淡水渔业发展要求,具有多层次、多形式,通用可行的股份合作制的实现形式,从而形成发展渔业生产新型的经营管理体制和投入机制,为深化渔业改革探索道路。
