按照国家造价管理体制的改革要求,新的建设工程工程量清单计价规范即将颁布实施,这是工程造价即将要面临的第四次革新。建设工程实行工程量清单计价规范的造价管理面临着新的机遇和挑战。实行工程量清单进行招投标,不仅是快速实现与国际通行惯例接轨的重要手段,更是政府加强宏观管理转变职能的有效途径,同时可以更好地营造公开、公平、公正的市场竞争环境。
In accordance with the requirements of the reform of the national cost management system, the new construction project bill of quantities valuation specification will be promulgated and implemented, which is about to face the fourth innovation in project cost.
