自从19世纪80年代德国政府首次建立社会保障制度后,社会保障制度作为现代社会的一种重要公共服务机制逐渐在世界范围内推行开来。一百多年来,尤其是“二战”后半个多世纪,随着全球经济的迅猛发展和社会的全面进步,发达国家的社会保障体系日臻完善,不少发展中国家的社会保障体系也已初具规模。作为一种制度选择,社会保障制度何以具有如此全面的普适性和强大的生命力,根本原因就在于,这一制度符合了人性的本质要求,适应了现代社会发展的需要。
